In order to thoroughly implement the deployments on building “comfortable and convenient livable cities” raised at the Central Urban Work Conference recently, to promote the effective implementation of the Regulations on Housing Leasing (hereinafter referred to as the “Regulations”), to guide housing rental enterprises and other relevant entities to systematically and deeply study the spirit of the Regulations and accurately grasp policy requirements, on August 20th, the China Institute of Real Estate Appraisers and Agents (hereinafter referred to as “CIREA”), and the China Construction News co-hosted 2025 China Housing Rental Developing Forum (hereinafter referred to as the “Forum”) in Beijing, themed “Housing Rental: Legality Safeguarding High-Quality Development”. Mr. Zhou Tao, Level I Bureau Rank Official of Ministry of Housing and Urban-Rural Development of PRC (hereinafter referred to as “MoHURD”), Dr. Chai Qiang, President of CIREA, and Mr. Liu Xiaoqing, Deputy Editor-in-Chief of China Construction News attended the Forumand delivered opening speeches.

In Mr. Zhou Tao’s speech, he pointed out that CIREA, as a national housing rental and real estate brokerage industry organisation, was deeply involved in the drafting, promoting and interpreting of the Regulations. While the China Construction News, as an authoritative media in the field of housing and urban-rural development, responded promptly and promoted the Regulations extensively after the release. The theme of the Forum fully reflected the responsibility and commitment of both organisations to serving industry development, promoting and implementing national regulations and policies. He requested that, firstly, publicity and continuing education should be increased. Interested parties should use a variety of channels to widely publicise the contents and significance of the Regulations, and conduct targeted training and interpretation to ensure that everyone fully and accurately understands the Regulations. Secondly, interested parties should attach importance to the implementation of the Regulations. Interested parties should fully recognise that the provisions of the Regulations are not only the cornerstone of ensuring transaction security and creating a good market order, but also the guarantee for establishing corporate credibility and achieving sustainable development. Thirdly, self-disciplined administration on the industry should be strengthened. CIREA and local organisations in housing rental and real estate brokerage industries should earnestly fulfill the responsibilities of self-disciplined administration conferred by the Regulations, cooperate with the authorities to strengthen the construction of credibility in the industry, accelerate the establishment and improvement of industry self-disciplined administrative standards and norms, and improve the continuing education and training of practitioners. Fourthly, new opportunities need to be seized. Housing rental enterprises, housing rental brokerage agencies, and operators of online platforms providing housing rental information services should operate in compliance with laws and regulations, continuously innovate business models, provide precise and high-quality services, and achieve high-quality development based on legal foundations.

In Dr. Chai Qiang’s speech, he pointed out that the China Housing Rental Developing Forum is the only national forum in China’s housing rental industry that is authoritative, non-commercial, professional, and sustainable. The Regulations are comprehensive in scope and impose high standards and far-reaching implications on housing rental enterprises, brokerage agencies, and operators of related online platforms. China’s housing rental market has a bright future, characterised by sustainability, stability, and growth potential. He hoped that housing rental enterprises would steadfastly pursue a path of high-quality and sustainable development, driving urban high-quality development and urban renewal, transforming rental housing into safe, comfortable, green, and smart homes, and providing excellent services to ensure that renters can “l(fā)ive in peace”, “l(fā)ive with ease”, and “l(fā)ive with dignity”.  CIREA will collaborate with the authorities to formulate and improve relevant supporting policies, fulfill the self-disciplined administration responsibilities granted by the Regulations, establish and improve standards for the housing rental industry, strengthen the self-disciplined administration and the construction of credibility of the industry, promote the professionalism of the practitioners, and facilitate the healthy development of the industry.

In Mr. Liu Xiaoqing’s speech, he pointed out that the vision of modern cities outlined at the Central Urban Work Conference is being translated into tangible improvements in people’s livelihoods through the legal framework including the Regulations. As the authoritative industry news media under the governance of the MoHURD, the China Construction News has consistently dedicated itself to serving as a main force in publicity and guidance, a good advisor for policy advocacy, a practitioner of the online mass line, a guardian of the public opinion mobilising consensus, wisdom, and strength to promote the high-quality development in the housing and urban-rural development industry,

Experts and scholars, such as Counsellor of the State Council of PRC, researcher Mr. Yin Zhongli, Professor Chang Peng’ao from Peking University, Professor Yu Xiaofen from Zhejiang University of Technology, Professor Wu Jing from Tsinghua University, Mr. Yan Rong, President of Shanghai Real-estate Science Research Institute, Professor Chen Jie from Shanghai Jiao Tong University, and leaders of representative housing rental enterprises, rental brokerage agencies and online rental information platforms, such as KE Holdings Inc., Hubei Housing Security Construction Management Co., LTD, LEFULL GROUP, Ziroom, China Overseas Commercial Properties Co., Ltd. shared their views on the Regulations, and what opportunities and challenges the Regulations brought about. They pointed out that China housing rental market was huge. With nearly 300 million people renting, representative cities such as Beijing still have conspicuous contradiction between the insufficient supply of high-quality rental housing and the growing demand, bringing potential development to the rental market. With the implementation of the Regulations and the improvement and promotion of related supporting policies, housing rental and related enterprises will usher in a broader development.


Roundtable Discussion at the Forum, Beijing, August 20, 2025


Leaders from Wuhan Real Estate Brokerage and Leasing Association, Shanghai Pudong Development Bank Co., Ltd. Beijing Branch, 5i5j Group , Longfor Group Holdings Limited, Youlha, Cubic City Service Apartment Group Holdings Limited, and 58 ANJUKE Institute engaged in a roundtable discussion centred on the theme of “Implementing the Housing Rental Regulations”. The guests stated that in compliance with laws and regulations is the bottom line for enterprises survival and development. In the future, enterprises must adhere to a long-termism philosophy, proactively adjust and take initiative in operational management, business models, and service quality to promote synergistic development between themselves and the industry. Regarding the formulation and implementation of supporting policies for the Regulations, the guests suggested that while maintaining the authority of the Regulations, local realities should be fully considered to allow flexibility for regional implementation, ensuring the Regulations are effectively enforced to achieve the desired outcome of good money drives out bad.
